What a cold heater is actually telling you
Most drivers file a cold heater under comfort. Winter, cold car, annoying, deal with it Saturday. That's the wrong file.
On the coolant-heated vehicles covered here, the cabin heater draws heat from the engine's cooling system. That is why the same cold-air symptom can be an in-dash control fault on one vehicle and a cooling-system warning on another.
How coolant-fed cabin heat works
The engine burns fuel and gets hot. Coolant, the antifreeze mix in your rad, carries that heat away. Two hoses route some of it through a small radiator behind your dash, the heater core. A fan blows cabin air across that core. Warm air comes out the vents. That's the whole system.
Three things follow, and together they explain why a cold heater can be a cooling-system warning.
Heat can't arrive before the engine warms up, so cold air for the first few minutes is normal. Low coolant or restricted flow can cool the vents before the temperature gauge changes. Because coolant routing varies by vehicle, a cold heater is an early clue, not proof of the failed part.
How cabin heat helps clear the windshield
Your defrost setting directs air at the glass, and many systems also use air conditioning to pull moisture from it. Without enough heat or airflow, the windshield may not clear.
Canada's federal Motor Vehicle Safety Regulations require passenger cars to have a windshield defrosting and defogging system. Section 103 also contains a separate test instruction for vehicles whose heaters do not use engine coolant, so the rule does not say every heater works the same way.
Ontario then makes the result your problem rather than the weather's. Section 74(1)(a) of the Highway Traffic Act is short and blunt:
"No person shall drive a motor vehicle upon a highway, (a) unless the windshield and the windows on either side of the compartment containing the steering wheel are in such a condition as to afford the driver a clear view to the front and side of the motor vehicle."
Ontario's rule does not include an exception for frost. Outside Ontario, check your own province's rules before you drive with a windshield you can't clear.
Three checks to do before you book anything
These three observations give the shop a clearer starting point. Nothing here involves opening a hot or pressurized system. You're gathering facts, not fixing anything.
- Watch the temperature gauge as the engine warms. Note whether it reaches its usual spot, sits low, or pushes past normal toward the red.
- Look at the coolant reservoir with the engine cold and off. Note whether the level sits between the marks, sits low, or reads empty.
- Run the fan through every speed with the dial on full hot. Note whether the air is cold at all speeds, cold on one side, or warm but weak.
Write the three answers down. They give the service advisor a clearer description of the problem.
Six causes that can leave you cold
Any of these can produce overlapping symptoms, so don't treat the row order as a diagnosis. The last column is a broad category range from our own pages. Those pages don't say which repairs made up the profiles, so don't use the range to price the cause in that row.

Low coolant, and the leak behind it
Topping up the reservoir isn't a repair. Coolant doesn't get used up the way fuel does. It runs in a sealed loop, so a level that dropped means the fluid went somewhere.
Usually it left through a rad hose gone soft at the clamp, a water pump seal, the rad or the heater core. Sometimes it goes into the engine, which is a longer and much worse conversation. Either way the fix is finding the leak, not filling the tank. A shop puts the cold system under pressure and prices the repair from where it weeps.
Top it up, feel the heat come back, and you've solved nothing. You've started a clock.
Air trapped in the system after a coolant change
If your car heater is not working after a coolant change, put trapped air high on the suspect list.
When a cooling system is opened, trapped air can block coolant from reaching the heater core. The vents may blow cold, and you might hear gurgling behind the dash as the engine speed changes.
Bleeding a cooling system properly is a procedure, not a top-up, and it's part of doing a cooling system flush right. So if your heat died soon after cooling system work, phone whoever did it before you phone anyone else.
A thermostat stuck open
The thermostat is a valve. It holds coolant inside a cold engine, then opens once things are warm and lets it flow to the rad. Stuck open, it never closes, so coolant circulates constantly and the engine takes forever to warm up, or never gets there at all.
In mild weather, the fault can be easy to miss. In deep cold, the gauge stays low and faint heat may arrive only after a long run.
Plugging in overnight won't fix a stuck thermostat. It does shorten the wait for heat on a healthy car, which is worth weighing while you decide whether you need a block heater where you live.
A plugged or leaking heater core
This can be a labour-intensive repair, so it's worth separating a restriction from a leak.
A plugged core is blocked from the inside with scale, rust or old stop leak. Coolant can't get through, so the fins stay cold. Nothing leaks, nothing smells, the engine runs fine.
A leaking core announces itself. A sweet, syrupy smell through the vents. A greasy film on the inside of the windshield that wipes away and comes straight back. A damp passenger footwell. Coolant disappearing from the reservoir with no puddle on the driveway, because the puddle is under your floor mat.
A shop can compare the heater-hose temperatures once the engine is warm. A large temperature difference can point to restricted coolant flow, but the shop still has to rule out low coolant, trapped air, hoses and controls. Leave it to them, because those hoses carry hot coolant under pressure.
A blend door actuator that stopped moving
Behind your dash sits a small plastic flap called a blend door. It aims cabin air either across the hot heater core or straight past it, and a motor swings it when you turn the dial. When that motor fails, the flap sticks.
A failed blend door or actuator can leave one side cold or make the temperature dial seem dead. Those symptoms don't prove the actuator is at fault, because a restricted heater core or control fault can look similar. Repeated clicking behind the dash makes the actuator more likely.
If a shop confirms the fault is only the blend door or actuator, the engine-cooling side is not the problem. You still need enough defrost performance to keep the windshield clear. It books with climate control specialists rather than a cooling system shop.
A blower motor or resistor on the way out
This is the odd one out, because the heat is there. What's missing is the air to carry it to you.
The blower motor is the fan. On traditional systems, the resistor controls the lower speeds. If it fails, the highest setting may keep working because high speed bypasses the resistor. Newer systems can use electronic control modules instead.
Noise from the blower or weak airflow puts the motor and its control circuit on the shop's test list. This is electrical HVAC work.

Why heater-core access can raise the bill
Access is what can make a heater core bill climb.
The core sits inside the HVAC case behind the dash. On many vehicles, the dash or HVAC case has to come out before the core does, so labour hours stack up. That is why quotes can vary so much by vehicle.
Because labour can dominate this job, ask the shop for the book hours on your exact year, make and model, and for its hourly rate. Multiplying the two checks the labour portion. Compare the full written estimates, not that number alone.
When no heat means stop driving now
Red flag: Four readings turn a cold heater from a booking into a phone call. Don't drive to the shop with any of them. - The temperature gauge is climbing past normal or sitting in the red. - The coolant reservoir keeps going empty, however often you top it up. - There's steam from under the hood, or a sweet smell through the vents. - You can't clear the windshield enough to see, which is what Ontario's clear view rule is about.
If the confirmed fault is only a blend door, blower motor, resistor or control module, it will not damage the engine. But you still need enough airflow and heat to keep the windshield clear.
The other version is different. A cooling system that is losing coolant can stop heating the cabin before the gauge climbs. So a cold heater plus a climbing gauge isn't two problems. It's one cooling problem, told twice.

Continued overheating can seriously damage the engine. Pull over somewhere safe, shut it off, and phone. We can tell you what these symptoms usually mean, but nobody can diagnose a car from a description. A temperature gauge heading for the red is worth a phone call rather than continuing to drive.
How to keep the bill honest
Several of these causes can look alike from the driver's seat and carry very different bills. A stuck blend door and a restricted heater core can both blow cold air at your face, and either repair may require work behind the dash.
So treat the diagnosis and the repair as two decisions. Pay for the diagnosis, get the answer, then decide with a written estimate in front of you. Authorizing a repair before anyone has looked is how drivers pay heater core money for an actuator swap.
Have these five things ready when you call.
- Where the gauge sits after the engine has had time to warm up, and whether it has ever pushed past normal.
- Whether the coolant reservoir was low or empty with the engine cold, and whether you've topped it up before.
- Whether the air is cold everywhere, cold on one side, or warm but weak, and whether every fan speed works.
- Anything done to the cooling system lately, including a flush, a hose, a water pump or a rad.
- That you want the diagnosis quoted on its own, and a written estimate before any repair starts.
Which shop to book, and what to ask for
Before you book, ask whether the shop handles both cooling-system and in-dash HVAC work. That can save a referral and another diagnostic fee.
Low coolant, a leak, a stuck thermostat or a suspect heater core belong with radiator and cooling system shops, or a general repair shop that does cooling work all winter. A blend door actuator or a failing blower belongs with climate control or auto electrical specialists. If you're unsure, let the coolant decide. Fluid going missing is cooling system work.
Then ask for two more things: a written estimate that states the labour rate, and the old part handed back when the job is done. Ask for both before work starts.

Common questions about a car heater blowing cold air
Is it safe to drive with the heater blowing cold air?
Usually, if the gauge stays normal, the coolant level stays between its marks, there is no steam or sweet coolant smell, and you can keep the windshield clear. Those checks do not identify the failed part, but they make an overheating or visibility emergency less likely. Stop driving if the gauge climbs, the reservoir keeps emptying, steam appears, or you can't keep the windshield clear.
Why does the heat only come on when the car is moving?
Heat that appears only at higher engine speed often points to a coolant-flow problem. Low coolant, trapped air, a restriction or a weak water pump can all reduce flow through the heater core at idle. The symptom does not identify one cause by itself.
Why is one side warm and the other side cold?
On a dual-zone system, one warm side and one cold side often puts the blend door or actuator on the suspect list. It does not prove that diagnosis, because a restricted heater core or another control fault can produce the same pattern. Repeated clicking behind the dash makes an actuator fault more likely.
The heater went cold right after a coolant change. What went wrong?
Start with trapped air. Opening and refilling a cooling system can leave air in the heater core, where it blocks coolant flow and cabin heat. A proper bleed follows the vehicle maker's procedure. Take the car back to whoever did the coolant work.
How can I tell if it's the heater core before I pay for a diagnosis?
Use your nose and your carpet. A leaking core smells sweet through the vents, leaves a greasy film inside the windshield, and soaks the passenger footwell. Coolant vanishing with no puddle on the driveway points the same way. A plugged core is quieter and harder to call. Hose-temperature checks can point to a restriction, but a shop still has to rule out other coolant-flow faults.
Does Canadian law say anything about driving with a windshield you can't clear?

Can a shop just bypass the heater core instead of replacing it?
A shop can sometimes bypass a leaking heater core by reconnecting the hoses so coolant skips it. Whether that is suitable depends on the vehicle's cooling-system design, so do not improvise the hose routing. Even when a bypass is suitable, it is temporary: you lose cabin heat and defrost performance, and you still have to keep a clear view through the windshield.
